Okay, so we just figured out that Vegas and your GPU are working fine. The type of MP4 you are using is not working fine. If you cut and paste the MediaInfo for it you can see exactly what's different.

Yes, using Handbrake to convert to a more standard MP4 AVC file should fix your issue.

Vegas Pro/preferences/fileio

For video, search for recommended Handbrake settings. A preset for good quality AVC might be best. (Your original file appears to be HEVC?)

I'd pick a preset other than fast.

AVC= h.264. Try the x.264 one. MP4 is just a container.
