Is this possible to animate stroke like in this video (after effect): 
Or animate object stroke with light ray or something similar? I still can't find any video or solution.

@PanSmuggler You could possibly use animated masks to do this but it would be a devilishly tedious task. An easier task would be to import a 'glint' png and animate it around the stroke. Still a tedious task though.
It can be done simply with BluffTitler:
1) Create text
2) Switch from SOLID to TUBULAR SQUARE (3rd dropdown below the textbox)
3) Choose MEDIA > Change effect... and select the Text\TextWriter effect
4) Animate the FX WRITER property
It's a lot less expensive that AE.
Hope It will be added in future to VEGAS Pro to allow make it easier

There are different programs for special purposes.
The egg-laying woolen milk pig was long sought but never found.
And if there is such software, it costs a lot of money.
VEGAS Pro arent meant for such effects. VEGAS Effects is possible to do so with neon path.
