If you only use VP15 and its render templates rarely or just occasionally - or want them retained for "just-in-case" - they could be moved out of the Render Templates folder and put on to some form of storage media from where they could always be copied back into the Render Templates folder if needed in the future.

Unfortunately, VP15 is often used in teamwork, so that partners' VP16, 17, 18 and 19 can open project files. Therefore, this method may not be practical.
have VP15 installed besides VP21
There are many reasons for this, such as teammates having different versions of Vegas.
give the rendertemplates you like to use only in VP21 a favourite flag.
This may be a workaround, but because the number of codecs is not as huge as FX, I haven't got into the habit of using render template favorites in the past. But it's a workaround anyway.
