How to skew a video?

Okay so I have two videos. One is a background video (scenery) and the other is a action video (layered on top). I want to give the effect that the action video is fitting into the background video, it's a window (see screen shot): http://imgur.com/a/vbIqX

I have circled in red the 4 corners where I want to skew the video so that it fits in that window. How is this done? Currently I can only drag the entire left side or the entire right side. I should be able to drag the corner freely to fit in the corners? Thanks!

Use Pan/Crop to size and place the action video.

Use Track Motion / 3D Source Alpha to skew the action video into the desired shape primarily by adjusting the Y Rotation.

I wouldn't bother with the pan/crop step unless you need to crop something out, you can do everything with just the 3d track motion.

I thought there was a Vegas plugin that could do this but I can't recall at the moment.

Fxhome/Hitfilm recently released an extensive pack of FREE Video FX that work with Vegas (and Premiere, Final Cut, etc.).  The free collection is called Ignite Express.  

In the "Ignite-Warp" group is an "Ignite Quad Warp" option, which is nice because it lets you grab the corners of your clip in the preview window and drag each corner to the exact spot where you want it.

You will need to create an account with Hitfilm.  When you click the link to download the FX, it may ask you to share on Twitter/Facebook/etc. but you can just skip past that and proceed with the download.  (And I believe Hitfilm staff have even pointed that out as well.)  I just clicked on the Twitter link -- which I don't have -- then closed the window and proceeded to the installer

The free Ignite Express collection even includes "light swords" (in the Generate group) and "electricity" (in the Particles group), "witness protection" (blur faces, in the Distort group), as well as keying functions (i.e. chroma key, spill remover, etc.) I have no personal experience with the chroma key functions, but others on this forum have said how good the Hitfilm keying functions are.
