I subscribed vegas edit 365 yesterday. It's vegas 19. But I can't find smart upscale.
Do I need to download something else?
And Vegas gave me 2 links of BCC plug in, I downloaded them, and then I can't open vegas!

Did you install the AI package, initital install of Vegas should have included a ticked box for the AI module. This is a direct link
Kernelbase.dll is part of a crash reporting windows module, you most likely don't want to concentrate on it, but the crashing Vegas software or plugin, and why that is happening. I can't offer any more suggestions I don't have 365 or latest build of VP19, and I don't fully understand your problem

The legacy version of Smart Upscale (and Smart Zoom as well) can still be enabled in Vegas Pro 19 build 636 by going to Options/Preferences/Deprecated Features (tab) and checking/activating "Enable Smart Upscale and Smart Zoom".
