You need to get the specifications from the TV Station. Not everyone wants the same formats.

Quite possibly h264 MOV, but you'll need to call the station engineer for the specs.

My immediate problem is that I'm in Pro 11 for the first time and my Dock Monitor has vertical black bars on both sides of the picture. How do I get rid of those. Thank you!

how were your graphics created, in or outside of vegas?

The final broadcast format via cable from the carrier I work at is HDV .mp4 at 15mbps.

As musicvid mentioned you may want to talk to someone and verify if they re-encode to a format that they hand over to a carrier and see if it would be better to give them the project in the final format. (;
