Ozone Elements is not included with Vegas.
Ozone is normally included with Sound Forge Pro when it is purchased singularly, but not with the Vegas Pro/Sound Forge Pro package deal.

FWIW, iZotope currently has a very attractive 'Holiday Bungle Deal' which includes Ozone Elements, RX Elements and many more.

Yes. If using Audacity and the Device selection is set to Windows WASAPI which effectively is 'record what the computer hears'. If using SoundForge Pro, the only way that I've got it to work in the past was when using a PCIe soundcard which had a similar recording option. I've not had success to date with SFP with 'built in' audio.

If you want to download a sound file (or a video including sound) from Youtube, you can also use 4k Video Downloader.

Some Realtek soundcards have a 'Stereo mix' option which will enable 'recording what you hear' in SF and VP. This parameter is in the PC's 'Sound' settings.

After this is set in the PC 'Sound' SF or VPs 'record' input can then be set to 'Stereo mix' as well using the Classic Wave or Sound Mapper driver. (Options> Preferences> Audio)

Otherwise the '4k Video Downloader' works good for stuff on YT and also downloads the video.

It is difficult to see the low-res screenshots. I do not think the 'digital out' (playback) will work, select an analog out for 'Playback', and 'Stereo' mix or 'Speakers' for Record.

Not all PCs allow 'recording what you hear'. It is and was possible on all my Dell PCs (many) going back to a Win 98 desktop. But I had two two Toshiba Satellites with Realtek cards that could not.. so I used a separate utility.. that was a long time ago and don't recall where it came from.
