I don't know of a plugin, but in Vegas you can do Tools > Generate Loudness Log, scroll to the bottom of the log file to see the results, then compensate appropriately in the project.

The 'Auphonic' tool is a volume level app.. Noise Reduction is a different animal. That said, the NR-2.0 suite AND iZotope's RX elements are included with Sound Forge Pro 12. Both of which work well for din type noise. However I prefer 'RX Advanced'.. it ain't cheap though.. $$$$.

The closest free automatic volume app I recall is the Levelator. It's not a plug-in, nor does it use the LU/LK loudness scale. I use Sound Forge Pros statistics utility which quickly 'scans' the file (or selection) and displays the pertinent loudness as well as peak dBFS and RMS) info which makes adjusting a program to the desired level quick and easy. Comp/limiter skills are usually needed though.

Auphonic actually does a masterful job at both noise reduction AND volume level. The main draw for me is it does 80-90% out of the box (with zero effort) of things I'd typically spend way to much time tweaking manually in Vegas.

My current workflow is to edit podcasts and export individual tracks for a final pass through Auphonic. Would love if I could find a series of cheap plugins that would do that from within Vegas.

I tried some test files using Auphonic. It's decent for sure.. I would not say, "masterful". Excessive limiting (subjective), the NR ain't that good for excessive BG noise and the expander is frequently audible when dialog pauses occur.

The target 'integrated loudness' was acceptable, though some true peaks exceeded ATSC and EBU b'cast specs. which may (or may not) be cause for rejection by b'cast networks. Otherwise good option for some folks.

According to Auphonic, it can be integrated into Audition, but not Vegas or most other DAW or NLEs
