I just made an interesting find and quite by accident...
I had been tweaking the overclock on my new build and somewhere down the line I set the minimum processor state to 0% (probably for heat management purposes) (Control Panel > Power Options > change plan settings > change advanced power settings > Processor power management <expand> Minimum processor state > setting)
Background: I noticed that my preview playback rate on raw 1080p 60fps GoPro files was at about 2-5 fps in Best/full or Preview/half (or just about any setting). It had previously been 59.94 pretty much all the time in Best/Full. On a lark, I recalled that I changed the minimum processor state to 0 (from 100) in Windows Control Panel Power Options.
I changed the minimum processor state back to 100% and, poof, full rate preview playback rate!!
So. If some of you kind folks can verify this, that would be quite handy to know...
