MP4 showing in Trimmer but not Timeline

I'm working on a project where I have two MP4 files shot by the same camera in the same settings. One is working fine. The other just shows up black in the Preview window no matter what I do. It shows up fine in the Trimmer.

It happens even if I put the file in a new Timeline.

It happens regardless of whether I look at it in Best Quality or Preview Quality (I rendered a proxy for it).

It happens regardless of whether I have the GPU turned on or off.

It still happens when I bypass FX.

The fact that it works fine in the Trimmer tells me there's nothing wrong with the file. The fact that it still happens in a new Timeline tells me there's nothing wrong with the project file. The fact that the other MP4 works fine tells me there's nothing wrong with the settings. The fact that it happens when I bypass FX tells me there's no problem with any filter.

Any ideas?

Vegas version / build?

Mediainfo report for each file.

Right click on each file and select Properties. What Vegas .dll is used to decode each file?

The file that doesn’t work is suspiciously 29 m 48 s long. Seems I read about a recording length limitation imposed on certain types of cameras by certain government organizations. I wonder if the file was closed properly by the camera. Since the file that does work is 25 m 40 s, could it be part of a two file set?

I would try using something like Catalyst Browse, FFMPEG, etc. to rewrap the failing file to something like XAVC-I.

These are two separate recordings. What you're talking about is the tariff on video cameras, and so the limitation is on certain cameras like DSLRs. This is a proper video camera and can record for hours without issue.
