I tried to give an offset to the audio with shutterencoder, which is lossless and can be done very fast in batch, but unfortunately shutterencoder can only give a positive offset and not a negative offset as needed here.

@Chris-Watson When importing your mts files into VP23 do you use Device Explorer? It's still available but needs to be activated in the "Deprecated Features" tab under Options/Preferences. I'm not sure as I've never tried it but selecting the first file of a split shoot might drag in all associated files with them joined seamlessly. I propose that circumventing the current sync issue in a nested project is the best solution in the long run.

If/when the Vegas development team fixes the audio sync issue in Vegas Pro 23-302, the .veg file(s) can be replaced in the master project without creating yet another sync issue. It would be a shame to have to fix the fix when the project is revisited in Vegas Pro 43.

I doubt that there ever will be a Vegas Pro 43, when such issues keep piling up...

VP may not be picking up on the audio offset, in this case -560ms. 17 frames is ~ 680.
