Opened another Instance of VP14 and copy and pasted this media and it plays in Preview.

User error.
Solution: I had MUTED the Video Bus to stop further Motion Blur. I should've BY-PASSED rather.
The results of the huge VeloEnvel and then Rendered out, will/are amazingly useful - oh yes . . . .
