What problem do you have if you don't tell Vegas what it is? What are the pixel dimensions and pixel aspect ratio of the image?
I have a vague suspicion that when you say "16:9" template that Photoshop is actually saving a 720x480 image rather than an 853x480 image. If it is then not setting the PAR to 1.1852 then the image would end up looking squished and tall in the preview window. I wouldn't know though since i don't have Photoshop.
Ideally Photoshop should be saving an 853x480 image with a PAR of 1.0. Either this or 720x480 at 1.1852 would drop into a 16:9 project flawlessly.
Oh, and it's just V, not VV. There hasn't been a VV since version 2.

I just tried this with PS CS2 and indeed there's a problem.
When I create a new file with PS and choose the NTSC DV Widescreen template, PS reports the PAR as 1.2. When that file is imprted into V7 or V6, the 'medium properties' reports PAR as 1.0000 (square pixels).
So, my assumptions are that either PS CS2 is lying or that the PAR setting is not making it through the Vegas import process correctly.
I'm not finding any problems at all with importing PS files. I am doing an HDV project. I use the photoshop template for HDV (1440x1080, PAR 1.333). Then I use "Place" to put an image onto the template as a smart object. Then I drag the handles (holding down the shift key to ensure aspect ratio is maintained) to make the image fill the whole canvas. Then (after doing various other steps to prepare it for video) I save the file, with layers, as a native photoshop file. I import it into Vegas (with project properties for HDV), and the PAR comes through perfectly.

Quite right. I only tried this with PNG and JPG files; don't know why.
When I tried the same thing with PSD files (using the NTSC DV Widescreen template), it all worked as expected.

If I open a V7 project at the default settings (for me it's not WS), import the WS PSD file and then set the project to DV WS, the imported PSD file is 4:3 in the preview window.
However, if I open a V7 project at the default setting, change it to DV WS and then import the PSD file, all is as it should be.
whats worse, I cant even use an image as a template by control dragging to create new and then right click dragging to "Add As takes" ...when swapped, the new image is 4:3

JHendrix - hard to tell based on what info you've provided.. In PS, are you explicitly setting the image's Pixel Aspect Ratio (PAR) to something other than 1.0? I mean by setting it from the PS menus, not just by transforming / resizing the image. This feature didn't appear until the CS version of PhotoShop (or maybe it was the CS2 version, I'm not sure). If the PAR you set in PhotoShop for the psd file matches the PAR in your project properties, it should come through on import.
Also, the default in Vegas is to set the "Maintain Aspect Ratio" flag on all media. Presumably it would get this from the number of pixels (h x w) in the image. Therefore if the PAR is something other than 1.0, the aspect ratio derived from the pixel count would be wrong. I suspect this is what happens when importing a jpeg or png file with a non-square PAR. For import of PSD files, it would be imperative to set the PAR in PhotoShop to the correct one, because (in my experience, at least) Vegas seems to read this attribute from the PSD file. Otherwise, you'd have to manually adjust the media properties.
I did the test myself and got the same results as you. I don't have any problems in HDV projects, but do have problems with DV widescreen.
The setting for "Maintain Aspect Ratio" is in the properties from right-clicking the event off the timeline. If you turn that off you get the correct display in the preview. But you'd have to do it for every file.

As default, the 'Maintain Aspect Ratio' is 'checked' for the WS PSCS2 medium I import.
There must be something else causing you guys to see something different.

1.0000 (Square) is what I have to change on each graphic- to 1.2121 (NTSC DV Widescreen) on the media tab in VV.....and Im doing ALOT of these so its a big hassle.
Sounds like a good job for scripting. Maybe you could do a search, and if fruitless, put a request post in the Scripting forum and see what you can find.
Assuming you have your project properties set to NTSC DV Widescreen, then run a Match Aspect Ratio script. There are several floating around. This site has a collection of scripts that I have installed on my machines.
