I have just built two new pc systems using the i9 13900k and have stress tested both using cinebench 23. Even with water cooling (420 size in mine and 360 size in other) temps can hit 100C especially if you let your mother board optimise the cpu. In this case I saw power draw from the CPU at over 320w. Setting disable enforce all limits instead caps the power to 253w and still allows turbo boost to 5.8GHz (Intel default spec). Temps hit max of 98C with no thermal throttling. If your CPU is Air cooled you have a massive task in keeping from thermal throttling.
