Motivated by this discussion I resurrected an old project that tries to integrate Voicemeeter's auto ducking function into Vegas while recording in real time. This is the method and result.

When I want to use a pre-recorded narration track, the Event Ducking feature in HOS is my first choice, since Vegas doesn't yet have sidechain / inserts, nor can the input and output audio devices be different.
