How it works exactly is described in the help.
You would have to assign a shortcut yourself under Options / Customise keyboard.

Event Heal is really good as suggested by walter-i. but other ways are:

If the before and after parts of the event are both still on the timeline one after the other, just delete the 'after' part of the event and then lengthen the 'before' part of the event using the RH edge of the event.

If its only the 'before the cut' part of the event on the timeline followed by other events, activate Ripple and move all the later events down the timeline to make room for the event that is to be lengthened, turn off Ripple and then extend the event using the RH edge of the event. Alternatively, activate Ripple and simply extend the event and Ripple will shunt everything afterwards down the timeline. If there are other events, markers or regions on the timeline that need to be moved as well, make sure that 'All Tracks, Markers and Regions' is set for the Ripple.
