When I load a video into my project, it shows these glitched frames in certain spots, but there's nothing of the sort in the actual video file itself. This is what it looks like:
I actually have three problem mp4 files. First are the MediaInfo for them:

There's nothing in the Media Info, apart from low video bitrate, that strikes me as unusual.
Are you using GPU for decoding? Look through the Preferences to see if there's an option to switch it off, or if it's off switch it on. Unfortunately I only have VMS16 and 17 installed so cannot check.
@David-French I don't have that kind of files, so I can not test this problem on my MS14 installation. If you can provide one of your problemfiles on a location as Dropbox so I can download it as it is, I will try it out for you.

It wasn't on from what I could tell. Also probably should've mentioned that the problem files were rendered in the same MS program I loaded them into in the first place. And on top of that, the glitched frames also turn solid green with the GPU on. And they still have the glitched frames even when I re-render them with the GPU on.

Thank you for the files. They all have a very low resolution of a former era. Besides 1 they play normal in VMS 14 Pl. The one not is a file of 0,5 sec with a total of 7 pics. One of those pics is not normal but has that green striping. Look at my made screenvideo

Yep, that's the issue. And the other two do have it as well. It requires a lot of looking to find them. On top of that, I was also trying to render them as Internet 480p 4:3, and it didn't do that before.
