I have a client who will be hosting files on their intranet and want file size to be less then 1gb. Video length is approximately 75 minutes. I rendered at MainConcept AVC/AAC (*mp4,*avc) - Internet HD 1080p and the file size was approximately 6gB. Any thoughts help would be great.
Customize your render template. Start with ~2 Mbps.
okay and keep maximum @ 24?
We can't know what her network will deliver. I'd lower the maximum to 3-4 times the target bit rate.

Should I render at constant bit rate?
"Double pass encode" in their requirement would indicate Variable Bit Rate. You can't do Double Pass at Constant. VBR and Double pass ensure the highest video quality for the smallest overall file size.
