We can't know what her network will deliver. I'd lower the maximum to 3-4 times the target bit rate.

Double Pass Encode (Higher quality)

Rendered at maximum Depth.

"Double pass encode" in their requirement would indicate Variable Bit Rate. You can't do Double Pass at Constant. VBR and Double pass ensure the highest video quality for the smallest overall file size.
