in the Project->Render As, I select my custom "AVCHD 1920x1080-60p" project template. template, click on the "Customize Template.." In the Custom Settins, there is only one field that is called "Bit rate (bps):" on the video tab I can change the Bit rate. Is that the maximum or an average? Is there any other place allow me to change the final rendering bits rate?

Regardless of whether the custom template options are meant to tweak the max, min, average or mathematical MEANS (that's it!) - here's what you need to do for yourself. Realize that the codec in rendering is going to handle the outcome.

Get a hold of a bitrate reader - search the forums about this type of software - I use a copy of Cyber BD/DVD player to do the eval myself.
This reads the outcome of encoded video file bitrate. Realize that you only have some control over the outcome, you cannot hard encode a setting. Try IT.

If I am going to Rander As
AVI Uncompressed and I go into the Costum settings for the Templete and go to the Video Tab.

Then under Quaility I click Best what is it going to do?
Is it going to up the Biterate?

No, uncompressed is intraframe by definition.
So the quality slider will have no effect.
