Free and Royalty-Free is a good, if rare, combination, especially for the starting and/or low budget crowd :)

This site (Incompetech.com) have some decent to very good tunes that are indeed free of charge, as long as he gets credited.

Examples:
New Friendly
Long Road
Truth of the Legend (Be careful with this one, the soprano synth on it is a bit ... loud)

Then of course there is ACIDPlanet, just look for the Podsafe tag. There are some very good content there.
I for one was pleasantly surprised by I don't want to set the world on fire by Peach Stealing Monkeys.

I'm sure some of you have similar links to either free or low-cost royalty free content, and not just audio, so feel free to share.

For video clips:
1) Artbeats, the clips they give away once cost serious money.
2) Digital Juice give away freebies from time to time.
3) Pond5.
4) Detonation Labs. Things going bang and splat and info on how to make your own.
5 Library Of Congress. Mostly very old footage.

Kevin MacLeod (incompetech.com) is a musical genius, and a prolific one. He just churns out great tracks in a huge variety of styles. He's especially good at darker stuff (impending battle scenes etc.) and silent movie music.

I used his Babylon on my Lembeh Strait night dive video), and this (crappily encoded) turtle video uses his Hammock Fight:
