It means that Sony and/or Magix is/are marketing to you. There is an option in Options / Preferences / General to receive the solicitation or not.

I like to be informed about programs that I enjoy using but lately it's getting a little tedious having to close the window. My tedium depends on how many times I start Vegas.

What do you mean with marketing? My question is that when I get this message will the program sony vegas pro send informations about my licence, serial key etc. to the server like they checking me I am legit you know what I mean? hm

I don't know, but I don't think so. They already have that information at a point in time when you activated. Of all the snooping that's going on, Net Notify is not a major concern for me. I'd be more concerned with Windows 10, or Google or Bing, or your NEST thermostat, or your Fit Bit or Wi-Fi baby monitor, or your wireless router that still has the factory default password.

For example: if people who cracked or got sony vegas pro in an illegal way get this message will they get in "trouble" like magix / sony noticed that the person cracked it and will get a punishment?

A good question. The non legitimate Vegas would probably not be activated but who knows how the internal activation system functions.
