@Reyfox - Thanks for testing. Yup, it’s most definitely looking like the NVIDIA card/drivers are to blame.

I am using NVIDIA and I have exactly the same behaviour as @David-Thornbury. What is really intriguing (?) is that if you set the border effect to Blur rather than Solid (or Bevel), it behaves the way you'd want/expect ...

@MikeS, I tried all 3 options for the border. Then I moved the corners of the PiP with border, and again, it worked as it should.

@Grazie maybe someone with an AMD graphics card can add to this thread whether it works or doesn't.

PiP? I think you may be the only one talking about PiP, unless I've misunderstood. Or are you suggesting PiP might be the solution? if so, PiP has it's own irritating quirks (not bugs though) with borders.

@MikeS, sorry... I was working on PiP with border, that is where my one brain was stuck. Yes, adding an image as demonstrated with Border placed after Pan/Crop does show that there is no border around a photo. And you can't pan/crop to a desired part of the image and have a border.

Using PiP (what issues are you experiencing?) works for me in doing what the user wants in VP20. Yeah, in VP18, it works, and the way it's implemented, it is more confusing and stressful to get something that consumer editors do easily, done in Vegas.

And can you confirm that "GPU acceleration of video processing" is set to that card, and not 'None'?

I can duplicate the border fx problem on my end, where cropping in pan/crop causes the border to disappear. Running a Nvidia 2080 with the current 537.13 game driver.

There's another option but you need Boris continuum, BCC DVE will create a mask after Pan/Crop has been adjusted with Stretch to fill frame Off (set to No), & it's fully adjustable

@Former user, I think now, it's a matter of priorities with these updates. What is more important overall, and then work down the ladder. I have tools to do the PiP with border. You also, and maybe others to use the border feature if need be.

Hoping, once they get the major things they are working on, these little "quality of life" things will be addressed. Resources and funding...

I see this thread has been dormant for a while, but I thought I'd chime in anyway.

I recently upgraded from Movie Studio Platinum 17 where it worked fine. But I confirm this behaviour is still in VP22. (Note that I'm currently using the 30-trial of VP22, so I don't know if certain features are disabled until a full purchase is made). If I disable GPU acceleration of my NVIDIA, borders all work as expected.

I can workaround this limitation by using Track Motion for both Position and 2D Glow with a blur of 0. With this setup, Pan/Crop works correctly for pan/zoom/aspect ratio changes. However, this DOES NOT work if using the PiP FX for positioning in place of Track Motion's Position.

It's...a workaround, but this will not allow you to 1) use both a 2D Glow with a border (if one wanted to do such a thing), or 2) use Blurred or Beveled borders.

Any word if progress is being made on this? I'm really gonna have to decide whether I can live without borders or without GPU acceleration; or even if I should just stick with MS Platinum 17 and not even pay for VP22 once my trial ends...
