this happens with EVERY SINGLE audio fx. i use vegas pro 13 btw

Have you tried the 'Reset' procedure?

The 'Express' series plug-ins are Direct X, do you get the same error message with VST plug-ins?
I think the 'Express' plug-ins are installed along with Sound Forge, but I am not 100% sure of that.
