Look for a "restore point" in windows to roll back ..

Hold Down Ctrl+Shft when you fire-up Vegas. This is a Factory RESET of Vegas.

If you get a hang this way, then the chances are you need to deinstall and then reinstall.

Do try it prior to Restore point and reinstalling. If it doesn't work then certainly escalate it to what our friends advise.
