Vegas Pro 15 and low FPS in all transition - intel Xeon

The problem is with all the videos AVC, MOV, MPG and generated background.
In Windows 7 and 10. Old and clear instal Win. GPU in VP15 ON and OFF.
Low FPS (4-10 fps) is in all Transition in VP15.

I have:
Intel Xeon  E3-1231v3, 3,4GH 8MB Cache, LGA 1150
16GB RAM
GPU GTX 970

CPU with playback without Transition  - 27% (25fps)
CPU with playback transition - 89% (10 - 4 fps)

The problem is only in Vegas 15!

Dynamic RAM Preview without effect. It is still tearing.

Team please help.
