I'll answer these one at a time.

1. INSTALL THE LATEST UPDATE. Done

2. DISABLE PLUGINS. No, Vegas doesn't get to the point of loading anything.

3. SYSTEM REQUIREMENTS. Done, everything is good except I have an older GeForce GTX 4xx series GPU. I have Vegas installed on a Dell XPS with no advanced graphics and it runs fine.

4. SOFTWARE NOT ACTIVATED YET. It's activated.

5. WINDOWS UPDATE. It's up to date.

6. DISABLE ANTI-VIRUS SOFTWARE. None on the machine in question.

7. CLEAN BOOT. COMPATIBILITY MODE

8. REMOVE PERIPHERAL HARDWARE. Done, no change.

9. UPDATE HARDWARE DRIVERS. They are all up to date. Everything else works fine. I have Vegas Pro 9 and Solid Works on this machine and I need them to work. Because of this, I'm hesitant to start rolling back drivers.

10. COMPATIBILITY MODE. Done, no change.

11. HANGING ON DIRECTX PLUG-INS? No, Vegas doesn't get to this far.

12. RUN AS ADMINISTRATOR. Done, no change.

13. VEGAS SAMPLE PROJECT. Done, but Vegas doesn't get to the point of loading anything.

14. START FROM A DIFFERENT PROJECT. Vegas doesn't get to the point of loading anything.

15. UPDATE SEMW EXTENSIONS. Don't have any unless they come with Vegas.

16. FORCE VEGAS PRO TO USE DISCRETE GPU. No, Vegas doesn't get to this far.

17. AMD CATALYST SDK. No, Vegas doesn't get to this far.

18. RESET VEGAS PRO TO DEFAULT SETTINGS. Done, many times.

19. REINSTALL VEGAS PRO. Done. First from my original disc, then from the MAGIX installer.

20. REGISTRY CLEANING. No.

21. IF YOU STILL NEED HELP. I'll do this if I can't figure it out.

I've watched YouTube videos, read many different help requests and solutions. None of them have worked in my case. I've done a lot of searching and this program hangs during startup when "Creating file I/O manager" problem I'm having seems to come up a lot. I'm surprised it's not mentioned in this trouble shooting guide.

What does the file I/O manager do? It might point me in the right direction to look for the problem.

The next thing I see after "Creating file I/O manager" is "Creating video plug-in factory". It could be that it's failing for you on that stage before even showing that prompt. So I suggest you try doing #2 anyway. It's pretty quick and simple.

If that doesn't solve it, make sure you haven't missed the detailed steps linked to from #19.

I found the problem. The aviplug.dll file in C:\Program Files\VEGAS\VEGAS Pro 16.0\FileIO Plug-Ins\aviplug is corrupt or has some other problem. I renamed it so it wouldn't load and that solved the problem.

What tipped me off was as I was looking through the Vegas directories, I noticed a directory named "FileIO Plug-Ins". Since Vegas was stopping when "Creating file I/O manager", I thought maybe something in this directory Is the problem. I renamed the directory and Vegas loaded and ran. I moved all of the plugin sub-directories to a temporary directory and moved them back 5 at a time until I found the problem.

It might be helpful to add the C:\Program Files\VEGAS\VEGAS Pro 16.0\FileIO Plug-Ins directory to note 2. in your trouble shooting guide.
