Translated (something the OP could easily have done for posting on an English language forum):

After uninstalling then reinstalling Vegas pro 18 which could not start I was able to use the software which was able to work for the time of the current session... The same difficulty arises after opening a new Windows 11 session and recurs each times... I have to reinstall the software... Such a very abnormal constraint becomes very heavy (after 5 reinstallations)... Do you have a solution?... concerns Megaport - PC with AMD Ryzen 7 5700X 8X 4.60GHz • 24" LED screen • Windows 11 • GeForce RTX3060 • 16GB DDR4 • 1TB M.2 SSD Please tell me the procedure for unlocking the startup of Vegas pro 18 ...

There have been quite a few reports of this behaviour especially under Windows 11. It also happens to me not only with Vegas Pro but also with Microsoft Outlook.

Instead of uninstalling/re-installing (an extreme solution), try opening the Task Manager (ctrl-alt-del) and under the background processes tab, hit the 'End Task' button for any Vegas Pro entries (usually there are 2 entries), then try opening Vegas Pro again. An alternative is just to reboot the computer which also clears the background processes in the task manager.

If that doesn't work, try resetting Vegas Pro back to its default (factory) settings via https://www.vegascreativesoftware.info/us/forum/faq-how-can-i-reset-vegas-pro-to-default-settings--104646/
