OK, so I have solved the problem,

@Cmin7669 The comments above in favour of the defendant then, only YOUR  version of TP7 doesn't work After installation of 636, ,

Former user was I am obliged to admit was somewhat correct, but not totally. Here is how I got it working as it should. As I said in the beginning it worked OK before updating to the new build (636), after that it didn't.

So in desperation I contacted NewBlue for some answers, below are the relevant parts of my conversation:

Good morning!

Thanks so much for the video and screenshots.  So it crashes as you drag the Titler Effect onto the timeline and hangs up and you have to close it out with the Task Manager.  That's really unfortunate, I'm sorry about that.  Unfortunately, this is a known bug and our developers are actively working on it.  Just so you're aware we just received a build that helps with Avid crashes (very similar issue to what you're experiencing).  I can run you through some steps to clear your plugin cache and then maybe a clean install.  But if it doesn't I'll have to forward this to our development team and put your ticket on hold until that happens.

Close Vegas, Delete plugin_manager_cache.bin and svfx_plugin_cache.bin from C:\Users\{user name}\AppData\Local\Sony\VEGAS Pro\{version#} and
C:\Users\{user name}\AppData\Local\VEGAS Pro\{version#}, then retest.

Keep in mind that the "App Data" folder is probably a "Hidden" folder so you will need to have Windows "Show Hidden Folders".

Let me know if this works out for you and we'll go from there.  Thanks so much!

Good afternoon

Thanks for getting back to me although I'm sorry that didn't work.  We can try a clean install and see if that works out.  Hopefully it does otherwise I have to forward this to our development team.  But please try these steps (Some of the folders may not be on your system so please just ignore if they aren't):

1.  Reboot your computer

2.  Uninstall all versions of Titler currently on your system

3.  Go to C:\Program Files\NewBlueFX and make sure Titler is removed

4.  Go to C:\Program Files\NewBlue and make sure the folder NewBlue Titler Pro 2.0 for Windows is removed

5.  Go to C:\Program Files\Common Files\OFX\Plugins\NewBlue and make sure the folder TitlerPro.ofx.bundle is removed

6.  Go to C:\Program Files\Common Files\OFX\Plugins\NewBlueFX and make sure the folder TitlerPro2.ofx.bundle is removed

7.  Click Start and type Regedit, then run the app

8.  Within Regedit, look under HKEY_CURRENT_USER > SOFTWARE, right-click NewBlue and select Delete

9.  Next look under HKEY_LOCAL_MACHINE > SOFTWARE, right click NewBlue and select Delete

10.    Re-install TotalFX:  https://dl.newbluefx.com/download/Win/NewBlueTotalFX7.exe

Let me know if this works though.  Thanks so much!

So all is now working, to which I am grateful hugely to Steven Sadler of NewBlue. Fantastic service!!!

When Magix released the new version (636) it must have overwritten or changed a file that caused the problem.

Another possible cause is that the Vegas newer version did not alter the registry setting to reflect the changes that were made.

In any event of problems with software in the future we could all benefit from this example I think.

I also had to go the same route you did, but I also had to uninstall Titler EX that was lingering around on my computer that wasn't used in any programs I had. Once done, TP7 works as it should and I've used it several times already.
