Vegas V21 Build 315 hangs on initializing DirectX plugins

I've successfully downloaded and installed Vegas 21. However, when I try initial startup of the product, it hangs on initializing DirectX plugins.

That means one or more DirectX plugins on your system is incompatible with Vegas. Are there Waves plugins installed? You need to hide the offending DLLs before starting Vegas.
