So when i was using sony vegas pro 13 i had the velocity envelope working fine. Now that i upgraded to vegas pro 14 i only have like three diffrent envelopes. I think that the velocity envelope is avalible in vegas 14 pro and up.
Insert / Video Envelopes / Event Velocity ... it's there .. but in VP14 the envelope line is not in the center of the event but in the lower part leaving room above to go to 1000% ..

I thought I could make such a simple screenshot but as soon as I open my Snip It program, the two windows in question contract. But it's easy to explain:
I click on Insert in the top bar menu, hover over Video Envelopes which opens a submenu of 5 options but the last two, Event Velocity and Transition Progress are ghosted.
Event Velocity and Transition Progress are ghosted.
Be sure to select the event or transition first. I insert these by right-clicking the event or transition and choosing Insert/Remove Envelope.
