Video low quality issue

Hello, I have a strange issue with my videos. English is not my native language but I will try to provide as much information as possible. After rendering a file to a video, the beginning is in low quality (look at the hair, they're missing details).

the video (you can see that just the beginning is in low quality, but but strangely just the character's hair :

 

I tried almost everything (dafault settings, different fps, bitrate, quality etc.). The file that was renderend is just a JPEG. I tried with different pictures, but they have the same issue.

I'm working with VP16 for almost 3y but I have never seen this issue before.

I see two problems when playing your video from the forum player, which BTW is not recommended for detailed inspection of your video.

  1. The rendered video plays mushy for about a second, but only the first time through. Tha'ts just the playback buffers, nothing much one can do while the data stream catches up with your player.
  2. You are using the Mainconcept encoder, which is not as good for images and cartoons.
  3. A better choice for your work is the Voukoder Encoder, a free download with a special connector for Vegas. It has what are called "Tunes," or special presets for film and animation, as well as camera video.

For more detailed analysis of your video here, upload it to Google Drive or Dropbox and post the link here, where we can look at the real version, rather than something the online servers have done with it, which isn't always very nice.

It is also helpful to give us the original file properties as shown in MediaInfo and Vegas Properties:

Wow, I tried the voukoder encoder and all the issues disappeared! Thank you for your help.
