You could post the Mediainfo report for the problem media or upload a sample file to a cloud share and post the link here. I still have Vegas Pro 13 on a machine.

I’m suspicious of DASH, but I can’t prove it.

Have you tried running the video through FFMPEG or Handbrake? If it goes quickly, you may be out of the woods.

Is there a different downloader you can try?

Vimeo have different formats, not just dash

This is from Youtube-DL but it's a bit complicated

Also with the current videos you have try rewraping them to MP4, maybe that removes the dash aspect, I don't know anything about dash. Use something like Shutter encoder
