My main browser is Mozilla Firefox and didn't encounter any issues.

Mine too. Maybe my security level is too high for this file type.

Ah, thanks, I have Voukoder 13 installed & working but I did have to transfer it when i upgraded to VP21 to make it show up. Just looking I think it was C:\Program Files\VEGAS\VEGAS Pro 21.0\FileIO Plug-Ins\voukoderplug I copied from C:\Program Files\VEGAS\VEGAS Pro 20

Looking in my Downloads I updated/modified Voukoder ½hr after I'd upgraded to VP21,

I don't remember when i updated Voukoder to v13 but I'm sure it was not that long ago, just a couple of wks 🤷‍♂️

I do have a couple of Connectors, do you think i still need to download that latest one? Voukoder works.

No, I had just copied it over from 20 as the 21 connector took a while to come out (same thing, different install location).

So -- with runaway RAM issues rendering with Particle Illusion in Vegas, I thought I'd see if a Voukoder render might have different experience since I'm not really sure how it hooks in to do its thing.

Problem is -- can't get it to show up. I'm a Voukoder newbie (although vaguely recall trying it once)

On their Web site there is a newer "Voukoder Pro" -- which says "just run this and it'll work".

Ha! Now what? I see the folder in Windows Program Files but nothing seems to be showing up in Vegas... I need to manually move a connector still?

I tried "method 2" for the classical install (connector + pgm) and that seems to have gotten it in. I see it in the Render-As menu and tried it .. :( no difference on the runaway RAM with PI and render

Voukoder Pro is in beta. As I don't recommend beta testing software you are unfamiliar with I'd start with Voukoder plus the connector for your version of VEGAS. It shows up in the render options. It can solve issues with encoding but of course VEGAS has to process the frames to send to the encoder, so if there are problems with that Voukoder can't help.
