VP14/15 BUG: Plug-In Help windows don't open when ? is clicked

In VP10/12/13, if I click the "?" at the top right of a render Custom Settings window, I get a pop-up Plug-In Help window like this:

In VP14 and 15, if I click that "?", nothing happens.

I discovered this because I was searching the help files for "Allow source to adjust frame rate" and could find nothing because it's stored in these non-appearing help windows.

Could others please confirm this before I report it?

"This is now escalated to QA/DEV to be resolved in a future application update."
