Be sure not to use VST 3 and ensure the path to the VST DLL is set correctly in Options/Preferences/VST.

There are some VST 3 files in the WaveShells folder, so that must be it. Not sure what all that means, but I've reached out to them (Waves) if there is a non-VST3 version of it. I'm pretty sure I had this available in VP18 on my old system, but I KNOW it was working in VP17.

Waves X-Noise v11.0.0, installed as part of Diamond v11.0.0 through Waves Central, is working OK for me in VP18. I tried a couple of other Waves v11.0.0 plugins and they also work. I can't install 12.0.0 because my old version of Windows 10 (build 1511) is incompatible with it.

In Waves Central v12.0.9, under "Settings" there are a few options including a "Complete Waves Cleanup". That might be worth you trying. I already did it myself once today and no ill effects.

Here are some files that are installed with v11.0.0. I wasn't given any choices during the install:
