In one of the other discussions about speeding up rendering and GPUs, it was suggested that unchecking resampling will speed up things. So, what is it that we're giving up by unchecking that feature?
This is more noticeable with different frame rate or speed changed clips. When you change the speed (let's say make the clip playback slower by .5), resampling process will create a mix of images between frames to create new image.
If disabled, then there are no mix of images will be created. You can try by putting the video containing fast-moving objects, then make it slow until .25. Try render it and make comparison with and without.
Resampling is always done when necessary. What disable resample does is turn off the frame blending method of resampling. With no frame blending Vegas just duplicates or drops existing media frames as necessary to conform the framerates. Frame blending resampling blends two or more frames to create a new frame. Often what people do not like about frame blending is it can give a blurry look.
All this means nothing if your source media framerate matches your timeline/export framerate. Resampling only needs to be done when conforming one framerate to another. Either media conforming the the project framerate or the project framerate conforming to the export framerate.
