Vegas Pro 19 - Effect keyframes move on their own??

RE: How to put 4K clip on 1080P but keep the larger (double) size?
Use pan crop or the crop Fx on the event to zoom it in? Don't use track motion as it works at the resolution of the project. Ok, Pan/Crop appears to do it, but not as easily as the linked video or Resolve do it. Appears I must change Position Width

Glad the quality and playback performance are okay. The rendering is set to high quality (best) so even if the preview doesn't look perfect the render should look very good. Good question on the bitrates. I found the auto setting gives very low

@3POINT trying your suggestion more today and better result. Not sure why the LD wasn't previously moving like it is today but now it's shadow is able to be positioned as expected, and using the PIP I can move the image to where I want, no issue.

If you use the tracking tutorial that begins at 8 minutes in the video above, it should freeze your face in one spot on the frame no matter where you move it... from there, just move your face into the circle... you're applying the motion tracking
