  VFR is more for streaming. it can adapt to complexity and bitrate. What I have seen is when bitrate dives for unexpected reason and there is not enough bitrate to sustain 30fps or 60fps, the VFR will instead reduce frame rate to maintain quality.

  Hopefully Vegas will at one Point have a working version of Screen Capture, preferrably somewhat more advanced too. Let's see. If I remember correctly, it was always said that there should only be a simple recorder, since there are user requests.
