  UPDATE: I resolved it, strange bug I think. Even though there was no Track Motion set, I opened up Track Motion for this track and selected "Restore Box" and it fixed it, the tracking now works.

  VEGAS Motion tracking lack 1 ability, which is the ability to change/conform the tracking/mask with the tracked data. So ur best option is to manually roto (mask via Pan/Crop) frame by frame.
