Any special reason you're rendering to an interlaced template? Why not try the Mainconcept AVC Internet template.

Is your source footage 59,94 fps or 60 fps?

There really isn't any such thing as 59.94 fps interlaced and besides, GoPro cameras are progressive only. If for some reason you need it to be interlaced, then you should change your frame rate to 29.97 fps and then each progressive frame at 59.94 fps will be converted to an interlaced field at 29.97 fps.

The GoPro footages are 59.54 fps. I tried in GoPro studio but same result. The footages aren't with that quality that comes after rendering
