Can't reconfigure Vegas Pro 23 edit screen by dragging windows

Just installed VP23 on a new computer with MSWindows 11. I cannot drag and move the windows to reconfigue the interface. Are the windows somehow locked in place? Is there a way to unlock them? My mouse works fine with the software for all other functions,

Make sure you click on the title tab and move down or up. The window won't undock if you move it to the sides.

Thanks. That works to move the entire display. I want to move individual windows within the display. For example, I'd like to move the timeline to the top of the screen and the preview window to the bottom. I've done it with older versions (e.g. VP 15); but cannot get it to happen.

I think in vp23 that you can dock windows by dragging the tab at the bottom. The timeline doesn't have a tab at the bottom. But you can drag the other windows and dock them below the timeline. You can also make space above, below, or to either side by dragging when you see the = with arrows appear.

Thanks, but at the moment I can't drag any window anywhere. The dragging function seems to be locked, and the "Allow Docking" function that AI says is in View-> Windows does not exist in my VP23

Also, there's a layout with timeline on top on View > Window Layouts

Thanks! I was able to use the "layout with timeline on top" successfully. But it's still frustrating that I cannot drag and move window panels in the way that's supposed to be possible.

It is puzzling, and probably worth changing even though it is not urgent.

But while I have you attention, @VEGASDerek, I'm struggling with another odd issue. Before I started trying to move windows I was able to get my Preview to open full screen on my 2nd monitor with the Preview on External Monitor button. But now when I click the button, the preview screen fills the monitor #1 sceen over the UI. If I drag the UI onto monitor #2 and click the button, the full screen comes up on monitor #1 - so I can see both. This makes no sense and is the reverse of what I want. Does this have anything to do with the PREFERENCES->DISPLAY "use high DPI scaling" or "allow floating windows to dock" options that I have fooled with?.
