Make sure you click on the title tab and move down or up. The window won't undock if you move it to the sides.

Thanks. That works to move the entire display. I want to move individual windows within the display. For example, I'd like to move the timeline to the top of the screen and the preview window to the bottom. I've done it with older versions (e.g. VP 15); but cannot get it to happen.

I think in vp23 that you can dock windows by dragging the tab at the bottom. The timeline doesn't have a tab at the bottom. But you can drag the other windows and dock them below the timeline. You can also make space above, below, or to either side by dragging when you see the = with arrows appear.

Thanks, but at the moment I can't drag any window anywhere. The dragging function seems to be locked, and the "Allow Docking" function that AI says is in View-> Windows does not exist in my VP23

Also, there's a layout with timeline on top on View > Window Layouts
