when i click match project settings it only lets me save it as an audio file and i need a video,, so i think that is the issue.

Uncheck "Audio templates only" at "More filter options"

With the info you are giving nobody can get any idea what's going on.

i have a Toshiba satellite with windows 10, Vegas pro 14, its a 15 second video.

Please don't fight it: do what John asks for so we know exactly what you are contending with. We need as much information as possible: e.g., is this DV, HD, 4K, etc.; what format are you trying to render to; does your project start to render and crash or won't the render begin?
