This was the source of the problem! Internal video card was selected by default (and marked as "Optimal", why?)

After changing this setting to AMD, the error disappeared.

For video card, the Intel and AMD processors can work together, though usually the dedicated card would be the active one in preferences/video.
Can you go to help/driver update and make sure both drivers are current? For your card this looks like the proper driver: Pro/Enterprise 21.Q1.2

For your video, I was very surprised by the resolution: 480x360x32. It says it is AVC but what exactly is this video? If it's gameplay capture, etc. you may want to use the recommended settings with OBS or transcode it using Handbrake or another tool before bringing into Vegas.
