I've seen it sometimes. Not all the time though. It usually happens when there is a crash for me, or closing VP before it's ready to if there is a process still going on.
I've see it consistently with all versions of Vegas on my laptops that employ Nvidia with Intel igpus. Only cure for me is a power-shell script (see my signature) that starts Vegas and terminates it along with all it's child processes upon exit... something the app could more easily do itself with a little process management. Have only seen it once or twice on desktops with Amd and/or Nvidia gpus and the cure was uninstalling all the graphics drivers with ddu and reinstalling from scratch.
@Yelandkeil Did you run ddu to remove the newer amd display driver? I've always had problems rolling back amd drivers if I fail to do that. Also always had problems if Windows updates slip in their drivers during the uninstall/reinstall... disabling internet access or updates during the process will prevent that interference.
@Howard-Vigorita I've used AMD's driver utility to uninstall graphics drivers. It will boot up in Safe Mode to do the dirty work. Then install drivers.
But for me, like @Yelandkeil, I am still on 22.5.1. I've tried every driver after that, and while Vegas has worked (I didn't do anything complex), Boris, NBFX TP7 and Ignite all have various issues. I even tried the "Pro" driver.
For instance, in BorisFX Title Studio, forget about it with anything but 22.5.1. Same with Ignite Pro 5. TP7 would just sit there after trying to load the library.
I reported the problems to Boris and NBFX. Artlist killed Ignite Pro after all those wonderful promises.
