When I download my Mp3 file to Movie Studio Platinum 17 and add it, the music sounds like it's fast forwarding and scratchy. How do I fix this? I've used 2 different Mp3 sources.
Can you give here the MediaInfo of those MP3's?

I had a similar experience after resinstalling VMSP15 on a new PC. After searching the foriums ressetting the program fixed it for me so worth a try if youu haven't already. The Instuctions for VPro work the same for VMS https://www.vegascreativesoftware.info/us/forum/faq-how-can-i-reset-vegas-pro-to-default-settings--104646/. Be sure to check the clear cache box.
