Here are my settings for AMD.

Incidentally, @Former user shared good advice about rewrapping in Shutter Encoder. I re-wrapped your file to .MOV and was able to open the resulting file as far back as Vegas Pro 14.

I didn't try earlier versions as I don't have Quicktime loaded at the moment.

It works !!! I continued looking in what @Former user showed me "turning on Legacy HEVC in Preference" and changed "Hardware decoder to use" from Intel QSV to NVIDIA NVDEC and it works!

For your hardware nothing special because they are the default settings of VPro 17 after installation.

No, the Radeon RX480.

Vegas 17-455 reports QSV on a HEDT processor in error.
