Problem/Error applying a Gaussian Blur while zooming

I'm getting an error when I apply a Gaussian Blur to a jpg file. It does not occur 1) if I don't have a pan/crop or 2. if the Blur is in the chain after a pan and crop. It does occur when the blur is in the chain before the pan and crop.

I using the blur to remove some of the flickering that occurs wile zooming in/out.

Here in Vegas Pro 14 b 252 Windows 10 no error but strange things, who are different at what kind of snapshot and/or view setting.
