I know it seems like a long list, but I would try updating your graphic card drivers first, then go from there. Most of the times I've had issues, it was because of that.

I have tired everything on the list but I still can't get it to startup. I have the exact same problem and get the same error.

There are details about igdrclneo64.dll in this link. It appears that Vegas is not the only program that uses OpenCL on an Intel embedded video adapter.

I just went through this last week. My older versions of SVP opened and worked fine, but VP16 would not open. I tried everything, but ended corrupting my hdd. I did a fresh OS install on a new hdd and everything, even VP 16 works great now. I'm still using an nvidia GTX580 card in my system with the same old drivers, 334.89, Good luck, I hope you get it going.

This is marked resolved but in case anyone runs across this when Googling the error, no need for OS reinstalls, just run the GURU 3D DDU (Display Driver Uninstaller) from safe mode, and remove the conflicting detached monitor drivers, Intel embedded drivers, and your GPU drivers, then just reinstall your GPU drivers. This error is caused by an OpenCL conflict when Intel Embedded Video Drivers / Invalid detached monitor drivers are left on the system.

GURU 3D's DDU has saved my skin more than once with graphics driver conflicts. Not only with VEGAS but with other programs and in two cases fixed a blue screen during a GPU driver install. Its my secret sauce for fixing these kind of problems.

I recommend as well that you utilize its setting to Block automatic driver updates from Windows Update. Silent updates can cause instability with these things real quick.

I would also recommend NOT deleting system files manually. Use a proper uninstaller tool like the one I mentioned above that will call the appropriate uninstaller API to perform the procedure correctly. In GURU 3D's DDU tool's case it will also scrub the registry of these problematic drivers.

I had this problem with Vegas 14 Platinum. Re-installing VEGAS didn't work. I fixed it by updating/reinstalling some C++ redistributables from Microsoft: https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads

I had the same issue and your solution helped me out. Thank you so much.
