Of course it's choppy; the framerate ratio is not a multiple of 2, but 2.5, so motion stutter will happen..
Twixtor ($) is your best solution.

If you're willing to take that exact speed reduction you could try exporting a still image sequence from a 60p project and open the result in a 24p project. That should be as smooth as 24p can be.

Assuming your project is set to 24p, can you just adjust the playback rate in the clip's properties to 0.400?

Musicvid, I think he just wants to take 60p footage and slow it down to 24p. i.e. by stretching the clip out to 2.5 times the length. No interpolation (e.g. Twixtor) required.

If his shutter speed was fast and he is seeing strobing at 24p, a tiny bit of motion blur may be the ticket.
