I am not sure if its because the project i want to render was originally edited on Vegas 19

I'm 99.9% that answer would be no.

What format are your source files?

What format are you rendering to?

Vegas has stopped working and it crashes

The same problem when switching to VP19
There are much more problems with crash during rendering

How it was solved for me most often (12 years of work in Vegas. You will laugh further)

Method 1: (saved me two weeks ago): I specified to render the area from the 2nd or 3rd frame, not from the zero. Seriously it helped (checked).
Method 2: If there are transitions or effects in the video on frames where the joints do not fall into the frame border (according to the project settings), then my render breaks very often because of this. It is necessary that the frames where there are effects or transitions are exactly on the border of the frame.
Method 3: (the longest and most reliable): disable the video card in the settings
Method 4: If there is a piece of video in the project, the frame format of which differs from the project format (for example, 4:3, and the project is 16:9), then there are also failures in the render. Solution: re-creating the entire 4:3 video in 16:9 format
Method 5: If I remember more, I will add
